
Welcome. I’m Candace Metcalf, a sociologist and clinical counselor with extensive experience in rehabilitation, disability policy, and institutional systems. Over the past decade, I’ve worked directly with individuals navigating complex public services, helping them achieve autonomy, inclusion, and meaningful engagement in their communities.
With a Master’s in Applied Sociology and a Master’s in Clinical Psychology, I combine structural analysis, clinical insight, and practical experience to explore the ways policies, institutions, and bureaucracies shape the lives of people with disabilities. My work spans vocational rehabilitation, home and community-based supports, and policy assessment, giving me a unique perspective on both systemic challenges and opportunities for reform.
This blog is a space where I analyze, interpret, and translate complex policy issues—from institutionalization trends to eligibility assessments—into clear insights that can inform advocates, professionals, and decision-makers. My goal is to illuminate how systems operate, how they impact individuals, and how they can be improved, combining evidence-based research with real-world experience.
